Three more blocks enter permitting
Three apartment buildings at Balboa Reservoir went into permitting in September 2026. San Francisco YIMBY reported the filings on 6 September 2026. Two affordable buildings on the same site are under construction.
The master plan holds 1,100 homes. Both buildings already rising are affordable. The three buildings filed in September are market-rate and mixed-use.
The counts on each filing
Blocks C and D were filed together as 243 market-rate units at 198 Wisteria Lane. The structures run Type 3A over Type 1A. A separate filing covers 170 Meyer Lane. That project is a five-storey mixed-use building with 174 apartments and a podium garage.
Block G is a 164-unit apartment complex. The plan set was filed in June. The mix reads 61 one-bedroom homes, 89 two-bedroom homes and 14 three-bedroom homes. Pyatok drew the design. AvalonBay Communities is the sponsor. The filing carries parking for 206 cars and 118 bicycles.
Block E on the city loan record
The city's affordable housing loan committee evaluated Building E on 4 April 2025. That record places the building at 11 Frida Kahlo Way. It describes a seven-storey building, 100 percent affordable, with 128 family units. The general contractor is Nibbi and Pilot JV. The committee committed up to $46,574,009 in final gap financing.
The record carries the unit mix as 56 one-bedroom, 39 two-bedroom and 32 three-bedroom homes plus one two-bedroom manager's unit. Thirty-one units are restricted at 40 percent of area median income, 36 at 65 percent and 60 at 80 percent. The building holds one bicycle parking space per home and no vehicle parking.
Total development cost reads $151,638,485. That is $1,184,676 a home.
What the first phase changes on the block
The city's own account of the winning 2017 proposal sets out the master plan. It described up to 1,100 homes with half designated affordable. It described approximately 4.2 acres of parks and open space. It described a childcare centre. It described parking shared with the City College community.
The Board of Supervisors approved the development agreement in August 2020. The agreement was recorded on 10 March 2021. BRIDGE Housing and AvalonBay were selected as master co-developers in 2017. BRIDGE led the affordable component. Mission Housing is planned for Building B.
Block A holds 159 affordable homes and Block E holds 128. Both sit across Frida Kahlo Way from the City College of San Francisco Ocean campus.
Two counts on one site
YIMBY reports 704 units of the master plan now advancing. The same report puts the first phase at 288 units. First-phase completion is expected as early as 2028.
The filed counts read differently. Blocks C and D carry 243 units, Block G carries 164 and the 170 Meyer Lane filing carries 174. Those three sum to 581. Block A and Block E add 287.
The report reconciles none of those figures against the 704 total.
No September filing carries a construction value. The permit record for Blocks C, D, G and 170 Meyer Lane carries unit counts and parking counts.
