Indy Puts the Cultural Trail West Section Under Contract

The Indianapolis Board of Public Works awarded the Cultural Trail White River Expansion to C.H. Garmong & Son on 12 August 2026, from Kentucky Avenue to South Street, at a construction estimate of about $15 million. The river crossing, the Greenlawn Memorial Bridge, opens in early 2027. Downtown holds 12 connected hotels and 5,200 connected rooms.

The Award

The city put the west end of the Cultural Trail expansion under contract on 12 August 2026. The Board of Public Works awarded a public-private partnership agreement under IC 5-23 to C.H. Garmong & Son for construction of Project GT-31-002, the Indianapolis Cultural Trail White River Expansion, from Kentucky Avenue to South Street. The motion carried unanimously.

The scope covers a new trail section, stormwater management, pavement reconstruction, curb, sidewalk and pedestrian facilities. The construction estimate at 60 per cent plans was about $15 million. The city solicited the work as RFP-14DPW-1802, posted 8 May 2026, with a pre-proposal conference on 19 May 2026 and bids due 5 June 2026.

The Window

The river crossing sets the finish. The span is now the Greenlawn Memorial Bridge, designated by the Board of Public Works on 22 July 2026. It carries two travel lanes and the trail, and the city expects it to open in early 2027.

The Corridor

The route anchors at South Street and Capitol Avenue in the Wholesale District and runs west through the Kentucky Avenue and Henry Street corridor. The bridge lands in the White River Innovation District.

The South Street expansion brings the trail from New Jersey Street to Capitol Avenue, past Lucas Oil Stadium, the Indiana Convention Center and the residential block anchored by CityWay. The trail's six districts are Indiana Avenue, White River State Park and the Canal, Mass Ave, Market East, the Wholesale District and Fountain Square.

The Downtown Room Count

Visit Indy counts 12 hotels and 5,200 rooms connected into the Indiana Convention Center, and more than 10,000 rooms within walking distance of the building. The convention center's own facility guide gives three further readings: 4,721 hotel rooms connected to the center, 7,175 rooms within a six-block radius and 4,570 committable group rooms downtown. Pedestrian skywalks link 4,717 of downtown's 7,200 hotel rooms.

The connected package includes the JW Marriott at 1,005 rooms and 104,482 square feet of meeting space, the Signia at 803 rooms and 235,000 square feet, the Indy Marriott at 650 and The Westin at 575. The JW anchors Marriott IndyPlace, five interconnected Marriott brand hotels holding 2,276 rooms.

The three Marriott cluster properties across the street from White River State Park, the Courtyard, SpringHill Suites and Fairfield Inn & Suites, hold 621 rooms between them.

What Is Under Construction

Visit Indy's development list dates the pipeline. The Signia by Hilton Indianapolis opens 803 rooms in December 2026 inside a $710 million project with a 143,500-square-foot convention center expansion and a 50,000-square-foot ballroom. The Motto Hotel adds 116 rooms in 2026 out of the King Cole Building. The Kimpton adds 167 rooms in 2027 out of the Odd Fellows building. The Westin at Indianapolis International Airport adds 253 rooms in 2027. The Ritz-Carlton adds 176 rooms in 2028 on Georgia Street, three blocks from the convention center. The Renaissance adds 378 rooms in 2028 out of the Sheraton Indianapolis City Center on Monument Circle.

The Georgia Street west block, in front of the convention center and the new Signia, opens in October 2026. The city's tourism project list runs to $3 billion.

The Near West Side

The corridor west of the river south of Washington Street carries no published hotel. The demand sits there. The Elanco headquarters campus and the Indy Eleven campus are the two destinations the trail's expansion names, and the roadway linking the bridge to Harding Street and Kentucky Avenue has been named Innovator Way.

The Market Read

Bradford Allen's 19 March 2026 snapshot of CoStar and STR data puts downtown occupancy at 64.7 per cent, average daily rate at $209.11 and revenue per available room at $135.20. The trail's own 20th-anniversary report, released in June 2026, records $3 billion of added assessed property value against the $63 million spent on the first eight miles, over a 2007 to 2024 window. The research is by JLP+D.

What to Watch

No publisher quantifies a room-night or rate effect from the extension. No hotel is announced on the near west side. The city has set no opening day inside early 2027, and the construction schedule beyond the GT-31-002 package is unpublished.
