The I-65 Safety and Efficiency project has entered the stage an owner or asset manager can put dates against. INDOT's quarterly snapshot, published on 6 August 2026, states the project is on schedule for substantial completion at the end of 2026 with minimal traffic impacts anticipated in 2027. The project's FAQ dates it as substantially complete at the end of 2026 with no traffic restrictions planned in 2027.
The corridor is the five-mile stretch of I-65 on the southeast side of Indianapolis. The award release places its south end just south of the I-65/I-70 overpass, and the project's FAQ places it just south of Washington Street. INDOT awarded the contract to Milestone Contractors, L.P. on 25 March 2025. Construction began in spring 2025 under a two-year schedule. INDOT owns the project, and Parsons Corp. is the lead project development and design firm.
The completion stage, in INDOT's own dates
Three dates carry the finish. The I-65/I-70 pavement replacement is expected to be complete late this fall. I-65 remains reduced to two lanes in each direction between I-465 and I-70 until all lanes are ready to open to traffic in late 2026. Substantial completion falls at the end of the year.
Traffic already runs on new roadway between Fletcher Avenue and Washington Street. A downtown-bound guest arriving from the southeast crosses that stretch on the way in.
Bridge work already finished
Rehabilitation and widening of the I-65 bridge over Morris and Prospect streets is finished. The project replaced the Hanna Avenue bridge over I-65 during 2025 and widened its sidewalks. The abandoned railroad bridge north of Fletcher Avenue over I-65/I-70 came down in spring 2026 because it was no longer in use and left low clearance for semi drivers.
The Morris/Prospect bridge over I-65 was rehabilitated to carry 10-foot sidewalks on both sides, and overlay work extends the life of 18 other bridges along the corridor. Final work is still under way on the widened bridges over Naomi Street and Pleasant Run Parkway, per the 6 August snapshot.
The ramp programme and what is left
Ten ramps along the corridor were reconstructed with new pavement, and six of the ten were open to traffic as of 6 August. Two ramps at southbound I-65 and Raymond Street closed for reconstruction on or after 6 July, and two Raymond Street ramps at northbound I-65 closed on or after 24 July. The project expected the southbound pair to reopen by late September and the northbound pair by October, weather permitting.
The 10 September notice moved southbound traffic onto new roadway between Morris Street and Keystone Avenue and scheduled the southbound Raymond Street ramps to reopen the morning of Sunday 13 September, weather permitting. The August snapshot had put the Raymond Street ramps at early fall. Four ramps closed across the overnight window of Saturday 12 September: eastbound I-70 to southbound I-65, Madison Avenue to eastbound I-70, northbound I-65 to Washington Street, and Morris Street to southbound I-65.
Paving still running through the fall
Crews are replacing pavement on I-65 between the I-65/I-70 north and south splits and paving southbound I-65 south of Morris Street. Overnight restrictions are planned from 9 p.m. to 5 a.m. each night, and the project states the pavement replacement work will continue during overnight hours this fall.
The dated record runs from the 31 August notice and its overnight ramp closures for paving on 1 September and from 2 to 3 September, through the 8 September notice and its southbound closure at Washington Street on 8 and 9 September with traffic diverted onto the collector-distributor road and rejoined to I-65/I-70 just south of Fletcher Avenue. The 15 September notice restricts 15, 16 and 17 September with ramp closures at the South Split and at northbound I-65 to Washington Street, and it marks the southbound closure planned for 18 and 19 September as canceled in the revised schedule.
One earlier notice sets the scale of a short interruption. On 7 August the collector-distributor road between Washington Street and Fletcher Avenue went to one lane overnight for bridge pier removal, with brief stoppages of up to 20 minutes expected from midnight. Every notice states the work is weather dependent and that schedules are subject to change.
Access windows a property should hold
The construction zone speed limit is 45 mph and remains in place for the duration of the project. The notices state that delays are expected, and two of them carry a revised schedule that moved dates already announced.
The 21 September notice is the one to hold for the rest of the year. From Friday 25 September, southbound I-65 opens to three lanes between Michigan Street and Ohio Street, the southbound I-65/I-70 collector-distributor road closes south of Ohio Street, and the exit to Fletcher Avenue closes with it. The Michigan and Ohio Street exits stay open, and westbound I-70 is reached by continuing south on I-65. The project expects that pattern to remain in place through late this year.
For a front desk, three items carry the operational weight. Confirm the current weekly restriction list before quoting an arrival window to a guest. Hold the continued southbound movement on I-65 as the route to westbound I-70 while the collector-distributor road is closed. And read the project's interactive map, which is updated with new photos and information as construction progresses.
What the notices do not date
The notices published through 21 September date the southbound Raymond Street reopening to the morning of 13 September and record six of ten ramps open. Nothing in the published notices dates the remaining ramp reopenings or the last lane openings beyond late 2026 and the end of the year.
Three items are worth requesting from the project team on INDOT4U at 1-855-463-6848: a dated schedule for the remaining ramp reopenings, the date the last lanes open between I-465 and I-70, and the date the 45 mph limit lifts. Each one moves a property's arrival planning and its driveway and valet timing for the months either side of the finish.
