The San Francisco Planning Commission issued final approval for a revised 67-story tower at 10 South Van Ness Avenue on 11 September 2026. The decision closes a proposal that entered the planning pipeline in 2015 and fixes an entitlement approved twice inside twelve months. The revised scheme holds 921 apartments.
The approval that resets the block
The project sits inside the Market & Octavia area plan. Crescent Heights is the project sponsor. A 55-story scheme for the same corner won approval in 2023.
The lot covers 1.1 acres and forms a triangle bound by South Van Ness Avenue, Market Street and 12th Street.
At 820 feet, the tower would rank third-tallest in the city, ten feet above 181 Fremont Street and below the 853-foot Transamerica Pyramid. That comparison comes from YIMBY's December 2025 record.
A recorded approval with no site work
Approval and construction are separate events on this file. The record carries no demolition date and no groundbreaking date. Douglas Sams of the San Francisco Business Times reported an estimate of 2027, and YIMBY quotes it. Cost and timeline remain unshared.
What the revision gave up
Ground-level retail fell from 11,820 square feet in the December 2025 approval to 2,360 square feet in the September 2026 revision. That drop of 9,460 square feet equals 80 percent of the earlier figure. Housing area moved from 1.56 million square feet to 1.49 million square feet, and total yield from over 1.6 million square feet to 1.59 million square feet.
Parking fell from 255 cars to 105, and bicycle space from 388 to 352.
The September 2026 approval carries 70 affordable apartments. Of the 921 homes, 240 are rental apartments in a modified podium and 681 are for-sale condominiums in the tower.
The parcel that paid for the height
Crescent Heights bought the 1979 Mission Street lot from Maximus in 2021 for $40 million. The developer then transferred the 1.3-acre parcel to the city to satisfy off-site affordable housing requirements. The transfer opened the path to a market-rate tower on the South Van Ness corner.
The 1979 Mission site is expected to produce 382 affordable apartments across three phases. The first phase, La Maravilla, is under construction.
Divided across 1.3 acres, the 2021 purchase price equals about $30.8 million an acre, or about $706 a square foot of land. No source publishes that ratio.
The affordability line in the stack
The 2026 approval carries 70 affordable apartments. That provision supports a 32.5 percent density bonus, two zoning concessions or incentives and unlimited waivers. The application won streamlining through Senate Bill 423. The 2025 approval carried 89 below-market-rate units.
The August 2029 expiry
The revised approval extends the entitlements by another three years. They expire in August 2029.
NPU Inc., a San Francisco event management company, filed a temporary-use application in May 2026 to operate a community and private event space in the existing commercial structure for up to three years. The Planning Department does not list it as approved. The operator runs SVN West across more than 100,000 square feet at the address today.
Where the file stops
No source publishes a transaction price, an assessed value or a conversion record for surrounding parcels. The record carries the entitlement, the land transfer and the schedule gaps.
Crescent Heights and NPU Inc. had not replied to YIMBY's request for comment on current timelines.
