Property Watch: Toland Street Buildings Still Stand

SF Gateway holds full entitlement for two three-storey buildings of 1,646,000 gross square feet on 17.1 acres at 749 Toland Street. Ten months after the Board vote the four single-storey buildings are still leased, and neither parcel carries a demolition permit.

A Fully Entitled Site With Its Old Buildings Intact

SF Gateway holds its entitlement. Prologis states that the project received unanimous approval from the Board of Supervisors in December 2025, and the Planning Commission heard it on 25 September 2025, with motions 21830 and 21831 covering the design standards and the conditional use authorisation.

The site does not hold a permit to build. Ten months of approved entitlement sit on top of four buildings that are still standing and still in use.

Two Blocks and Four Buildings From the 1940s

The parcel is approximately 17.1 acres, or 743,800 square feet, and it is made of two rectangular city blocks bounded by Kirkwood Avenue to the north, Rankin Street to the east, McKinnon Avenue to the south and Toland Street to the west.

Each block carries two single-storey buildings, four across the site. The permit record numbers them. Buildings 417 and 418 sit on the 749 Toland Street block. Buildings 427 and 428 sit on the 2000 McKinnon Avenue block.

The zoning is PDR-2 with the 65-J height and bulk district, inside the northwest industrial district of the Bayview that the city calls the Market Zone.

The Permit File in Three Numbers

Two block and lot pairs carry the whole record. Block 5284A lot 008 holds 25 permits. Block 5287 lot 002 holds 27. The newest record on either parcel is dated 23 June 2025.

Neither parcel carries a demolition permit. Neither carries a new construction permit. Nothing on either parcel was created in 2026.

A project that had started to come down would show a demolition filing with an address and a valuation attached.

Three Hundred Nineteen Days Between Approval and Any Application

Count from the second reading scheduled for the Board of Supervisors meeting of 2 December 2025 and the gap to 17 October 2026 runs 319 days. Count from the end of December 2025 and it runs 290.

In that window the site generated alterations, sign permits and tenant improvements. It generated nothing that removes a building.

Five Amazon Signs and One Sprinkler Upgrade

On 3 August 2021 the department issued five illuminated wall sign permits across buildings 417 and 418: an Amazon wall sign on 417, two Amazon van and Flex access only signs on the same building, and an Amazon smile sign and an Amazon truck dock sign on 418.

Earlier that occupancy took real work. A permit filed 19 September 2020 at building 418 carried an estimated cost of $679,083 for new interior walls for an office and a full-height partition wall separating warehouse space from van loading spaces.

Fit-out has continued through the approval. A tenant improvement permit adding 16 fire sprinklers was filed on 7 March 2025.

What the Alteration Stream Says About the Land

Building 427 tells the story in three permits. In December 2023 the owner filed to add an office, three unisex toilets and two dry goods rooms, at an estimated $180,000. In November 2024 the department issued a permit for exterior on-grade concrete stairs and a wood and steel frame canopy on the south side with a remodel of two toilet rooms, at an estimated $180,000. In March 2025 the owner filed for a small spec office with a break room and two accessible restrooms, again at an estimated $180,000.

A June 2025 revision removed the utility room and exterior stair from that last scope. The remaining work stayed.

Accessibility work runs the same way. Two permits from August 2020 each carried a $450,000 estimate for accessible entry elements at buildings 417 and 418, and two more from August 2022 did the same for 427 and 428.

The permit record shows continued fit-out through the ten months since approval.

What the Build Replaces

The replacement programme is two three-storey buildings, Building A at 749 Toland Street west of Interstate 280 and Building B at 2000 McKinnon Avenue east of it. Each stands about 97 feet tall, or 115 feet with rooftop appurtenances.

The enclosed floor area is 1,646,000 gross square feet, or 2,160,000 square feet with the active roof included. Ground-floor retail takes 8,400 square feet and maker space 20,000 square feet. The sponsor's April 2025 summary breaks out 1,166,800 square feet of flexible PDR and 514,000 square feet of active roof.

Parking and loading take 543,500 gross square feet. The site carries up to 1,125 parking spaces, up to 563 in each building. Each building holds 36 loading dock doors at level 1, with tenant-specific loading on the upper levels. Bicycle parking runs to 116 spaces, 100 Class 1 and 16 Class 2.

The Start Date No Page Publishes

The sponsor's project status page states the next phase is implementation, with targeted market outreach to identify best-fit tenants, and promises timely updates in advance of site permit filings, the commencement of construction and any public events tied to the community benefits.

No completion date, no construction schedule and no phase calendar appear in the Development Agreement material, the SFMTA notice or the sponsor's pages.

The Record an Owner Watches Next

Watch the same two block and lot pairs. A demolitions filing or a new construction filing under block 5284A lot 008 or block 5287 lot 002 is the start of the redevelopment clock, and the department publishes both with an address and a valuation on the day they land.

Until then the Market Zone parcel carries an approval, four buildings from the 1940s and a tenant base that keeps investing in them. That is the state of the asset.
