The construction queue the city publishes
The Fall 2026 Upcoming Development Projects Forecast lists seven Treasure Island and Yerba Buena Island projects under the Treasure Island Development Authority. The document carries a date of 14 September 2026. The earliest construction start on that table belongs to Parcel E1.2, and the project is a behavioral health building.
The forecast gives E1.2 a start of November 2026 and an end of July 2028. It puts the estimated value at $70 million and files the row as Treasure Island-Yerba Buena Island: E1.2 BHB. The description reads 240 treatment beds and supportive housing.
What gets built on Parcel E1.2
The forecast names Mercy Housing and SFDPH as developer, Cahill as general contractor and a 41 percent small business enterprise participation goal.
The developer's own document carries the building's shape. Mercy Housing California issued a special inspection request on 4 August 2026 for new construction of a 120-unit, 100 percent affordable residential step-down facility, described as a turnkey development to be owned by the San Francisco Department of Public Health. That document names Cahill Contractors as general contractor, Gensler and Paulett Taggart Architects as architects and DCI Engineers as structural engineer, with construction starting 2 November 2026 and completion anticipated in December 2028.
Two published counts cover one building. The authority counts 240 treatment beds. The developer counts 120 residential units.
The public partner and the money
The Mayor's Office release of 12 March 2026 carries $14.2 million of Proposition 1 funding for 44 residential addiction treatment beds inside a new city-owned behavioral health facility on Treasure Island.
The same release describes the building as 64,000 square feet across six stories at Tradewinds Avenue and Mackey Lane. It states that 172 existing Treasure Island beds relocate there from former U.S. Navy housing that is slated for redevelopment.
The schedule the city publishes
The forecast preface states that its dates and values are projections only, are not guaranteed and are subject to change. The projects and their contracts are not directly administered by the City, and contractors may be selected before a published start date.
A second building on the same parcel
The TIDA table lists two projects on Parcel E1.2. Beneath the health building sits E1.2 Senior, described as 100 residential rental units of senior housing with Mercy Housing as developer and a 41 percent small-business goal. The dates run February 2027 to October 2028, and the value reads TBD.
The other parcels in the queue
Five more TIDA rows carry dates. IC4.3 holds 150 residential rental units from June 2027 to May 2029, with John Stewart Company and Catholic Charities as developer and Cahill as general contractor. B1-B2 holds 117 residential rental units from 2027 to 2029. C2.3 holds 76 condominium units from 2027 to 2029. C2.1 holds 265 condominium units from 2028 to 2030. C3.5 holds 160 condominium units from 2028 to 2030.
Treasure Island Community Development is the developer on the four later parcels. Their general contractor reads TBD, and their contact address is projectinquiries@tisf.com.
The lodging the table does not carry
Seven projects sit on the table, and every one of them is a residential or institutional building. The island's lodging entitlement sits in the development record instead. The project-level EIR for the Treasure Island and Yerba Buena Island redevelopment plan, filed under SCH 2008012105, lists 500 hotel rooms among the components at full build-out. No hotel has opened on either island.
The rooms hold a number and nothing else. No parcel carries them, no developer holds them, and no date attaches to them.
What the projections do not guarantee
The forecast is a small-business contracting notice. Its stated purpose is to alert small and local business enterprises to future opportunities, and it is not a construction schedule.
The parcel facts that stand come from the city's forecast, the developer's own documents and the Mayor's Office release. E1.2 carries a named contractor, a named developer, a public owner and a published start. The entitled hotel rooms carry a number.
