FSSAI Notice Hits Radisson Blu Operator as Two Licences Fall

FSSAI issued an improvement notice to AB Hotels Limited over its Radisson Blu hotel inspection, suspended DNV Food Products and cancelled Jhanvitanni's licence in the same six-business action.

The Food Safety and Standards Authority of India has issued an improvement notice to AB Hotels Limited, the operator of the Radisson Blu Hotel in New Delhi, after an inspection recorded cockroach and fly activity, rusted machinery and cooking oil degraded past its usable condition. The regulator announced the action in social media posts on Friday 16 October 2026, alongside measures against five other food businesses.

Six businesses, four kinds of action

The action covers AB Hotels Limited, DNV Food Products Limited, Jhanvitanni, Gemini Edibles and Fats India Limited, Innovative Retail Concepts Private Limited and Flipkart India Private Limited. Business Standard described the group as one hotel, three food businesses and two e-commerce platforms.

AB Hotels Limited received an improvement notice. Gemini Edibles and Fats India Limited, Innovative Retail Concepts Private Limited, which operates BigBasket, and Flipkart India Private Limited received show-cause notices. DNV Food Products Limited lost its licence with immediate effect, and Jhanvitanni's licence was cancelled.

What the inspectors recorded at the hotel

The inspection report records poor maintenance of premises and equipment. Inspectors found rusted machinery and freezer leakage, with deficiencies in refrigeration, temperature monitoring, ventilation, flooring and lighting.

Cleaning and sanitisation were inadequate. Inspectors found stagnant water, drainage problems and food-waste problems. Pest control was deficient, with cockroach and fly activity observed in the food preparation areas. Fungal-affected and deteriorated fruits and vegetables had been received, and checks at procurement and receiving were inadequate. The approved-vendor records and the traceability trail carried gaps.

Raw and cooked foods were not segregated. Vegetarian and non-vegetarian items were not segregated. Allergenic and non-allergenic foods were not segregated, and food sat alongside non-food items. Food handlers worked without gloves and hairnets. Some wore jewellery and had long nails.

The FSSAI licence was not prominently displayed. Inspectors recorded further deficiencies in compliance with the licence conditions and in the coverage of the food business activities, The Times of India reported.

Cooking oil at the NYC Kitchen

Suitability checks on the cooking oil were not carried out as required. Oils with total polar compound values of 31 and 24.4 were in use at NYC Kitchen, the hotel outlet the regulator named. Hospitality Biz India records the two values as evidence that the oil had degraded.

The notice and the action-taken report

AB Hotels Limited has been directed to take immediate corrective measures and to submit a detailed action-taken report with supporting documentary and photographic evidence. The regulator stated that failure to comply may lead to further action, including suspension of the FSSAI licence.

Where the hotel sits

Hospitality Biz India and BusinessLine both place the Radisson Blu Hotel at Mahipalpur in New Delhi. Business Standard, the Press Trust of India report, The Times of India, Business Today and The New Indian Express name the city and the operator without the locality.

The cooking-oil notices, named separately

FSSAI issued its notices over the product Freedom Cooking Rice Bran Oil. The regulator said the product was promoted on e-commerce platforms and on social media with the claims “Reduces bad cholesterol and maintains/increases good cholesterol” and “10,000+ PPM Natural Oryzanol”.

The regulator held that the cholesterol and heart-health claims are not covered or permitted for edible vegetable oil, including rice bran oil, under the Advertising and Claims Regulations, 2018. Gemini Edibles and Fats India Limited, BigBasket and Flipkart India have been directed to show cause why action should not be initiated under the Food Safety and Standards Act, 2006.

FSSAI also found Gemini Edibles and Fats India Limited selling food products through its own e-commerce website without a central licence covering e-commerce activity. BusinessLine identifies the company as Hyderabad-based.

The two licence actions

DNV Food Products Limited lost its licence with immediate effect. Inspectors recorded food manufactured and stored amid inadequate cleaning, stagnant water, cobwebs and flies, including a fly in direct contact with papad. Food handlers worked without gloves and masks. Processing equipment was rusted, flooring was damaged, walls were damp, paint was flaking, and ventilation and lighting were inadequate. Some products sat directly on the floor or against walls.

Products were processed and repacked without the required licence endorsement. Food-grade packaging certificates, migration reports and mock recall records were unavailable. Hospitality Biz India reported that the suspension applies to food business activities covered by the licence until further orders.

Jhanvitanni lost its licence outright. The regulator found continued non-compliance with food safety requirements and continued operation through an earlier suspension. The corrective actions the operator submitted were unsatisfactory, and several previously identified non-compliances remained unaddressed. The operator also failed the hygiene, sanitation and Food Safety Management System requirements, including a third-party audit, despite repeated directions. It has been directed to stop all activities under the cancelled licence.

Published three days after the announcement

Hospitality Biz India published its report on 19 October 2026, three days after the regulator posted the action. Business Standard, the Press Trust of India report and The Times of India each attribute the announcement to the regulator's social media posts.

Every finding above is the FSSAI inspection finding as the regulator stated it. Business Standard, The Times of India and Business Today carry the same inspection list in their reports of the announcement.
